Diversion programs are typically designed to provide youth with experiences that are different from traditional juvenile justice experiences. Diversion decisions and activities usually occur at the earliest stages of involvement in the juvenile justice system; however, diversion initiatives can be put in place at later stages of justice processing with the primary goal of reducing costly out.

Juvenile diversion is an intervention strategy that redirects youths away from formal processing in the juvenile justice system, while still holding them accountable for their actions.

Diversion programs may vary from low-intensity warn-and-release programs to more-intensive treatment or therapeutic programming, all in lieu of formal court. The concept of diversion was first adopted by the adult criminal justice system, and in the s, became a topic of discussion in the juvenile justice system.

Inthe President’s Commission on Law Enforcement and Administration of Justice recommended exploring alternatives for addressing the needs of troubled youth outside of the. juvenile justice practitioners a roadmap for addressing these inconsistencies.9 It is important for readers to recognize that this Guidebook does not consider all types of diversion programs in juvenile justice.
